Inter-agency working group on study visit to Froland Prison and Agder University

The last study visit to Norway this year was carried out by experts working on the project “Strengthening the implementation of alternative measures to deprivation of liberty” (Predefined projects 3), Justice Programme, Programme Area 19 “Correctional services and pre-trial detention” of the Norwegian Financial Mechanism 2014 - 2021.

Members of the delegation were participants in the interagency expert group on the project, including: a representative of the Directorate "Council on Legislation" at the Ministry of Justice, a prosecutor from the Sofia City Prosecutor's Office, a lecturer in Criminal Law at the Institute of State and Law at the Bulgarian Academy of Sciences and in Criminal Law and International Criminal Law at the Angel Kanchev University in Ruse, as well as practitioners from the Probation Sector at the State Prosecutor's Office.

In the period 04 December - 07 December 2023, they learned about practices in the field of alternative sanctions and measures, with the aim of incorporating good practices and models for legislative changes. The visit was hosted by the Correctional Service in the town of. Kristiansand, Kingdom of Norway. During the visit, the experts visited the Froland Prison and the University of Agder (UIA), where the activities and cooperation between the probation and prosecution services were presented.

We would like to remind you that the inter-ministerial working group was tasked with reviewing the current legislative framework and analysing European practices. Its work concluded with the preparation of an Analysis of the current legislative framework related to alternative sanctions and measures to imprisonment.
