Procedure for the pre-defined project „Capacity building of the police officers working in multi-ethnic environment, including Roma communities and prevention of ill-treatment by the police“

 The Programme operator of the Home Affairs Programme, funded by the Norwegian Financial Mechanism 2014-2021, announces a procedure for the pre-defined project „Capacity building of the police officers working in multi-ethnic environment, including Roma communities and prevention of ill-treatment by the police“.
Eligible project promoter under the procedure is The Academy of the Ministry of Interior (AMoI), with project partner Organization for Security and Co-operation in Europe (OSCE).

Office for Democratic Institutions and Human Rights (ODIHR)

The funding allocated to this procedure is up to BGN 1 232 154.


The project will contribute to the prevention of violation of human rights by the police while acting in a multi-ethnic environment, with special focus on the Roma population, enhancing the police officers skills related to prevention of domestic violence, trafficking in human beings and pickpocketing in Roma community and prevention of ill-treatment by the police.

In accordance with the Home Affairs programme agreement the pre-defined project will contribute to the achievement the specific concern in the Memorandum of understanding that at least 10% of the combined total eligible expenditure of the programme shall target the improvement of the situation of the Roma population.

The deadline for application is March 16, 2020 until 11.59 PM.
