The Programme operator of the Home Affairs Programme, funded by the Norwegian Financial Mechanism 2014-2021, announces a call for proposals BGHOMEAFFAIRS-1.004 “Voluntary return of third-country nationals in the country of origin”.
The total amount of the call for proposals is up to 782 332 BGN (400 000 EURO).
The maximum project grant amount applied for under this call is 782 332 BGN (400 000 EURO).
The minimum project grant amount applied for under this call is 391 166 BGN (200 000 EURO).
The current procedure is focused on the voluntary return of third-country nationals and provision of reintegration support after the return in the country of origin. The procedure is also focused on reaching higher level of effectiveness and improvement of the mechanisms of the migration and asylum system.
The procedure is also focused on the voluntary return of ‘vulnerable persons’, that means minors, unaccompanied minors, disabled people, elderly people, pregnant women, single parents with minor children and persons who have been subjected to torture, rape or other serious forms of psychological, physical or sexual violence.
The submitted project proposals should be in compliance with the UN Convention Relating to the Status of Refugees, Universal Declaration of Human Rights, The EU Action Plan on return the European Convention on Human Rights and Directive 2008/115/EC of the European Parliament and of the Council of 16 December 2008 on common standards and procedures in Member States for returning illegally staying third-country nationals.
The deadline for application is 2nd of December 2022 until 5.30 PM.

On the 8th of November 2022 International Project Directorate within the Ministry of Interior as a Programme Operator under the Home Affairs Progamme, Norwegian Financial Mechanism 2014-2021 held an information day.
The purpose of the event was to provide information regarding the Call for proposals BGHOMEAFFAIRS-1.004 “Voluntary return of third-country nationals in the country of origin”.
Representatives of public institutions and non-government organizations participated in the information day:
The representatives of the Programme operator provided information on the eligible activities, eligible expenditures, indicators, results and target groups according to the Call for Proposals.
The information day was held as a video conference on the WEBEX platform.
